The state rules behind the ledger
- Destination title and registration
- Title and register the vehicle within the same 60-day period. MVA offers a combined new-resident appointment for the license, title, and registration.
- Destination tax and fees
- Complete the transfer within 60 days to preserve potential credit for titling tax paid to another state, and confirm the remaining title, registration, and excise charges.
- Inspection or VIN
- Obtain a Maryland Safety Inspection Certificate before titling and registration unless the stated returning-owner exception applies. VEIP emissions testing generally follows later by notice.
- Old-state recovery
- An unused Iowa registration fee of at least $10 may be refundable after the plates and destination registration evidence are submitted.
