If coverage existed during the questioned dates, ask the insurer to submit a corrected FR-19 electronically. Maryland does not treat an insurance card or policy as a substitute. If there was no replacement coverage, return the plates to stop continuing penalties and retain the receipt. Organize the new-state registration and plate-return timeline, then confirm that the vehicle flag and violation balance are clear.
