No. The state that issued the old registration decides whether moving is a qualifying reason, what part of the fee may be returned, and when the claim must arrive.

Start with the state you left. It controls the old registration, plates, refund or credit, required forms, and filing channel.
Do I need to return my old plates before claiming a refund?
Some reviewed claims require the plates or use the date the issuing office receives them. Other states use a form, destination registration, or a different eligibility rule. Open the exact state rule before mailing anything.
