Massachusetts MVU-29 for a vehicle purchased in another state
MVU-29 supports a claim for exemption from Massachusetts sales or use tax. Completing it does not create an exemption. The purchase and tax history must satisfy Massachusetts law.
Use MVU-29 only when the transaction fits
The transaction facts determine the form, not the other way around.
- A vehicle purchased outside Massachusetts is being titled and registered in Massachusetts
- The owner is claiming an exemption recognized by Massachusetts for the out-of-state purchase and use history
- The prior tax was legally due, paid, not refundable, and the reciprocity requirements apply, or another published exemption path fits
- The affidavit accompanies the Registration and Title Application and ownership documents

Compare the purchase date, delivery location, prior registration, tax paid, refund rights, and reciprocity rule with the current Massachusetts guidance before signing the affidavit.
- 02Build the evidence record
Keep the out-of-state title or accepted registration, purchase record, proof of prior tax when relevant, and any delivery evidence required by the selected path.
- 03Complete every blank accurately
The form directs the owner to print or type every entry except the signature and certify the statements under the pains and penalties of perjury.
- 04Submit the complete registration packet
Use MVU-29 with the insurer-completed Registration and Title Application, ownership documents, lien evidence when applicable, identity, fees, and the RMV appointment or filing channel.
What this form does not do
- It does not make every vehicle owned for six months automatically exempt in every purchase scenario
- It does not replace proof of prior registration, purchase, delivery, or tax payment when those records are required
- It does not replace the Massachusetts Registration and Title Application
- It does not settle a disputed tax liability or refund claim
