Registering a car gifted from another state in New York
A $0 bill of sale does not transfer ownership by itself. New York needs the original out-of-state ownership document assigned by the titled owner, the gift record, and the destination registration packet.

- 01Verify the donor’s ownership
Match the donor to the out-of-state title, inspect the vehicle identification number, and resolve any lien or title correction before the transfer is signed.
- 02Complete the ownership transfer
Have the donor sign the transfer section using the issuing state’s rules. New York identifies several out-of-state titles whose transfer section must be notarized.
- 03Document the gift and tax position
Use a bill of sale showing the vehicle was a gift and the price was $0, then complete DTF-802. The donor section is required in the circumstances described on that form.
- 04Register in New York
Bring the ownership proof, gift and tax record, MV-82, identity evidence, and New York insurance proof. Keep copies of the signed transaction record before surrendering any original document.
