Bring the current registration to the destination DMV and ask how it requests a lienholder-held title. Virginia Credit Union says the state can mail or fax the request, and some states give the form to the borrower to forward.

VACU does not publish one nationwide state-change turnaround. New York and Rhode Island require a signed request and use certified title copies plus a permission letter, so confirm the destination-specific packet before sending.

A lender request is only useful if the new state can use it
Some states want an original title. Others accept a copy, lien letter, or registration-only path. Some require the local office to start the request. The builder checks the destination first.
