Do I have to register my vehicle in Delaware?

Delaware's general nonresident vehicle statute (21 Del. C. Sec. 2112) allows a nonresident owner to operate in Delaware a vehicle that is currently registered in the owner's home state/country without registering it in Delaware (except for vehicles used commercially for compensation within the state). In addition, a specific carve-out at 21 Del. C. Sec. 2102 exempts members of the military and their families from the general 60-day new-resident registration requirement as long as their vehicle is registered in their home state.

Registration fee exemption for veterans with disabilities

A motor vehicle owned by a veteran with a qualifying disability is exempt from registration fees, limited to one vehicle per eligible veteran at a time, upon documentation from the Veterans Administration confirming eligibility for adaptive equipment benefits.

Document fee exemption for active-duty military PCSing to Delaware

Effective October 11, 2023, active-duty military members and their dependents may qualify for an exemption from the DMV document fee when they provide active-duty orders showing a change of duty station to Delaware, if claimed within 90 days of relocating or of purchasing the vehicle.

Renewal grace period while deployed

The Delaware DMV will not charge late-renewal fees on a driver's license for active-duty military personnel, Department of Defense employees, or their dependents who renew after the license's expiration date, if they can show they were deployed or stationed outside Delaware at the time of expiration (via current military ID and orders, or a statement on Armed Forces letterhead signed by a commissioned officer if orders have expired). A license renewed under this program is valid for eight years from issuance.

What to know as a new Delaware resident

A servicemember who does take up Delaware residency and titles/registers a vehicle is not held to the general 60-day new-resident vehicle registration deadline if the vehicle remains registered in the home state (21 Del. C. Sec. 2102, quoted above). Separately, effective October 11, 2023, an active-duty member (and dependents) who PCS's to Delaware can get the DMV document fee waived by presenting active-duty orders showing the change of duty station, provided the claim is made within 90 days of relocating or of the vehicle purchase.
