Do I have to register my vehicle in Indiana?

The Indiana BMV states that a nonresident military member stationed in Indiana 'may' title and register a vehicle in Indiana, i.e., registering in Indiana is presented as optional rather than mandatory. Indiana's general nonresident vehicle registration exception (IC 9-18.1-2-5, per Indiana Code as republished by Justia) exempts a nonresident from Indiana registration if the vehicle is properly registered in the nonresident's home jurisdiction, but only reciprocally, i.e., only to the extent the home state grants Indiana residents an equivalent exemption. If a nonresident servicemember does register/title a vehicle in Indiana, they may separately claim a military exemption from Indiana's vehicle excise tax via affidavit (State Form 46402) as long as Indiana is not their legal state of residence.

Can I keep driving on my current license in Indiana?

Indiana's official Driver's Manual states that, for purposes of obtaining an Indiana driver's license/ID credential, active-duty military personnel who do not claim Indiana as their state of residence are not considered Indiana residents, and an Indiana credential requires the applicant to be a legal resident of Indiana. Consequently, a nonresident active-duty servicemember stationed in Indiana is not required to obtain an Indiana driver's license and may keep their home-state license.

For the purposes of obtaining a credential, the following individuals are not considered Indiana residents: Students enrolled at a post-secondary educational institution who do not claim Indiana as their state of residence; Active-duty military personnel in the armed forces who do not claim Indiana as their state of residence; Temporary employees; Other persons present in Indiana who do not intend for Indiana to be their permanent home.

Spouse and dependents

For driver's-license deployment/renewal and testing purposes, Indiana law and BMV policy treat the military spouse (and dependents) the same as the servicemember: the 90-day post-deployment license validity extension under Indiana Code 9-24-12-6(b) explicitly covers the 'spouse and/or dependent (living outside Indiana) of someone in active duty military,' and the Driver's Manual's knowledge-exam exemption after return from deployment likewise applies to 'active-duty military personnel, their spouse, and/or dependents.' The vehicle excise-tax exemption affidavit (State Form 46402), however, is worded only in terms of the applicant personally 'serving on active military duty,' so it is not confirmed whether that specific tax exemption independently covers a spouse who is not themselves active duty.

Indiana law (Indiana Code 9-24-12-6(b)) provides that the driver's license of any Indiana resident serving in the United States Armed Forces and residing outside Indiana, or spouse and/or dependent (living outside Indiana) of someone in active duty military, remains valid for ninety (90) days after discharge or post-deployment regardless of the expiration date of the license.

Fee waivers and tax exemptions

Military Exemption from Excise Tax (State Form 46402)

A nonresident active-duty servicemember residing in Indiana (with Indiana not their legal state of residence) is exempt from Indiana's vehicle excise tax normally charged at registration/renewal, upon submitting an affidavit and proof (valid military ID and a leave-and-earnings statement issued within the last 60 days). The form's stated legal authority is IC 9-13-2-78 and 50 U.S.C.A. Section 4001 (part of the federal Servicemembers Civil Relief Act statutory family).

To receive a military exemption from excise tax all of the following criteria must be met: 1. I am serving on active military duty in the armed forces of the United States. 2. I am currently residing in the state of Indiana. 3. Indiana is not my legal state of residence.

No administrative penalty for late registration renewal (active military)

Renewal grace period while deployed

An Indiana resident servicemember serving outside Indiana (and their spouse/dependents living outside Indiana) keeps a valid Indiana driver's license for 90 days after discharge or the end of deployment, regardless of the license's printed expiration date, and is exempt from knowledge/driving-skills retesting if they renew within that 90-day window (proof of discharge required). Separately, active-duty military are not charged the usual administrative penalty for renewing vehicle registration after the deadline.

What to know as a new Indiana resident

General Indiana rule for all new residents: 'When you become an Indiana resident, you have 60 days to obtain a new Indiana driver's license.' Once a servicemember affirmatively claims Indiana residency, they fall under the standard new-resident licensing rules (e.g., a knowledge exam is required if their out-of-state license is expired, or if they are under 18 and have held a license less than 180 days; a skills exam is required if the out-of-state license has been expired more than five years or is an out-of-country license). Indiana's Driver's Manual specifically softens some of these rules for military: 'Active-duty military personnel, their spouse, and/or dependents, if applicable, whose Indiana driver's license has been expired for more than 180 days and who has returned from active duty military service outside of Indiana more than 90 days prior to the date of renewal' still need the knowledge exam (listed as a required-exam category), and a separate category covers an 'Out-of-state active-duty military service member whose driver's license has been expired more than their old state of record's allowed military extension.' No Indiana-specific extended grace period (beyond the standard 60-day new-resident window) was found for servicemembers PCSing into Indiana to register a vehicle; the Military Families page instead emphasizes that out-of-state members stationed in Indiana may optionally title/register there.
