Do I have to register my vehicle in Kansas?
Kansas Statute 8-138a grants a nonresident owner of a passenger vehicle who is duly licensed/registered in their home state the privilege of operating that vehicle in Kansas without Kansas registration, but only 'to the extent that reciprocal privileges are granted to residents of this state by the state of residence' -- a reciprocal exemption, not an unconditional one, and not military-specific. Separately, Kansas's Military Personnel Affidavit for Motor Vehicle Property Tax Exemption (Form TR-601, citing K.S.A. 79-5107(e)(1)) contemplates a full-time servicemember who is NOT a Kansas resident nonetheless registering/titling a vehicle in Kansas while stationed there, and lets that servicemember claim the vehicle is exempt from Kansas's motor-vehicle property tax as long as, among other conditions, 'Kansas is not my permanent resident state with the military' and the applicant is 'in the full-time regular military service of the United States.' Together these indicate a nonresident servicemember stationed in Kansas is not unconditionally required to register in Kansas (the reciprocal exemption may apply), but may register there (with a tax break) if they choose to or if their home state does not offer reciprocity.

Can I keep driving on my current license in Kansas?
Kansas Statute 8-236 ('Persons exempt from license') exempts a nonresident who is at least 16 (or 18, for larger vehicle classes) and who has in their immediate possession a valid license issued by their home state or country from needing a Kansas driver's license to operate the corresponding class of vehicle in Kansas. This exemption is general (not military-specific), but it applies to a nonresident active-duty servicemember stationed in Kansas the same as it would to any other nonresident.

Spouse and dependents
Kansas law extends military-related driver's-license and vehicle-tax protections to spouses/dependents in more than one place. K.S.A. 8-247 extends the deployed-resident license-renewal grace period to 'the spouse or a person who is residing with and is a dependent of' the servicemember. The Kansas Department of Revenue's out-of-state services page similarly states that active duty military members AND their dependents stationed outside Kansas may replace, extend, or renew a Kansas license by mail. And Kansas's Military Personnel Affidavit for Motor Vehicle Property Tax Exemption (Form TR-601) allows the nonresident property-tax exemption where 'my name and/or my spouse's name is shown on the title as the legal owner of the vehicle(s).'
If the driver's license of any person expires while such person is outside of the state of Kansas and such person is on active duty in the armed forces of the United States, or is the spouse or a person who is residing with and is a dependent of such person on active duty, the license of such person shall be renewable, without examination, at any time prior to the end of the sixth month following the discharge of such person from the armed forces, or within 90 days after residence within the state is reestablished, whichever time is sooner.

Renewal grace period while deployed
A Kansas resident's driver's license that expires while the person is outside Kansas on active duty (or is the servicemember's spouse or a dependent residing with them) is renewable without examination at any time before the end of the sixth month following discharge, or within 90 days of reestablishing Kansas residency, whichever is sooner. Separately, the Kansas Department of Revenue allows active duty military members and their dependents stationed outside Kansas to obtain a replacement license, a six-month extension, or a mail-in renewal without visiting an office in person.

What to know as a new Kansas resident
Kansas's general registration rule (Kansas DOR) is framed around the purchase/title-assignment date rather than a residency move-in date: 'To avoid penalties vehicle registration must be made within 60 days of the vehicle's purchase, the day the title was assigned to the new owner or the day the bill of sale was completed for an antique vehicle.'
