Spouse and dependents
North Dakota's nonresident-military vehicle registration exemption expressly extends to vehicles operated by the servicemember's dependents (e.g., a spouse), not only the servicemember, provided the vehicle carries current home-state/territory plates. Separately, North Dakota's operator's-license renewal statute allows the department to renew the license of a North Dakota resident spouse who is out of state because that spouse, or the servicemember spouse, is on assignment with the U.S. armed forces or foreign service (NDCC 39-06-19.2).

Fee waivers and tax exemptions
- Military motor vehicle excise tax exemption (Form SFN 17147)
A servicemember may claim exemption from North Dakota's motor vehicle excise tax (NDCC ch. 57-40.3) when titling a vehicle in North Dakota if the vehicle was transferred into the state without monetary consideration within 30 days before entering or after discharge from military service, or if the claimant is a North Dakota resident stationed out of state and the vehicle was not acquired for use on North Dakota highways. Absent one of these conditions, active-duty members titling a vehicle in-state remain liable for the excise tax.

- Disabled veteran registration/license-plate fee exemption
A disabled veteran meeting statutory criteria (or a qualifying surviving spouse) may receive a distinctive or standard license plate at no cost, for up to two vehicles (one for a qualifying surviving spouse) not exceeding 26,000 lbs registered gross weight.
Motor vehicles not exceeding twenty-six thousand pounds [11793.40 kilograms] registered gross weight owned and operated by a disabled veteran under the provisions of Public Law 79-663 [38 U.S.C. 3901], a disabled veteran who has a one hundred percent service-connected disability as determined by the department of veterans' affairs, or a disabled veteran who has an extra-schedular rating to include individual unemployability which results in the veteran being paid at the one hundred percent rate as determined by the department of veterans' affairs is entitled to display either a distinctive license plate or a standard plate that does not identify the veteran as a veteran or disabled veteran which is issued by the department at no cost to the qualifying veteran or surviving spouse or any other distinctive or vanity plate purchased from the department by the qualifying veteran or surviving spouse.

Renewal grace period while deployed
A valid North Dakota operator's license held by a North Dakota resident who enters or is in the U.S. armed forces on active duty remains valid without expiring for as long as active service continues and the licensee stays outside the state, plus up to 30 days after honorable separation from service or return to the state, provided the licensee carries the license along with discharge/separation papers or documentation of authorized absence.
A valid operator's license issued under this chapter to a resident of this state who enters or is in the United States armed forces and serving on active duty continues in full force and effect so long as the active service continues and the licensee remains absent from this state, and for not to exceed thirty days following the date on which the holder of this license is honorably separated from this service or returns to this state, unless the license is sooner suspended, canceled, or revoked for cause.

What to know as a new North Dakota resident
A person over 16 who becomes a new North Dakota resident may continue driving on a valid out-of-state (or U.S. military-authority-issued) operator's license for up to 60 days after becoming a resident before a North Dakota operator's license is required (NDCC 39-06-02(1)(d)). For vehicles, a servicemember who transfers a vehicle into North Dakota without monetary consideration within 30 days before entering, or after discharge from, military service may claim an exemption from North Dakota's motor vehicle excise tax using Form SFN 17147 (NDCC ch. 57-40.3); outside of that window or the out-of-state-stationed exemption, active-duty members titling a vehicle in North Dakota are liable for the excise tax.
