Do I have to register my vehicle in Pennsylvania?

A servicemember on active duty who is stationed in Pennsylvania but whose vehicle is registered in their home state does not need to register a personal passenger vehicle in Pennsylvania, per 75 Pa.C.S. § 1303(d). This is narrower than the general nonresident exemption in § 1303(a) (which is limited to vehicles not used for business/hire) because it applies specifically to a personal passenger vehicle of a servicemember on active duty in PA.

A member of the armed forces of the United States who is serving on active duty in this Commonwealth need not register a personal passenger vehicle in this Commonwealth if the vehicle is registered in the state of his residence.

Can I keep driving on my current license in Pennsylvania?

Pennsylvania's general nonresident driver's license exemption applies: a nonresident at least 16 years old holding a valid license from their home state or country may drive in PA without a PA license (limited to the class of vehicle they are licensed for at home). This is not military-specific but covers a nonresident servicemember holding a valid home-state license.

Spouse and dependents

PennDOT extends the same driver's license validity extension given to an active-duty service person while serving outside Pennsylvania to that service person's spouse and dependent child(ren) living in the same household.

This also applies to the Pennsylvania Driver's License of the service person's spouse and dependent child(ren), who reside in the same household.

Fee waivers and tax exemptions

Free registration for eligible disabled veterans / POWs / Medal of Honor / Purple Heart recipients

Pennsylvania eliminates registration and title fees for one passenger vehicle or truck weighing 9,000 lbs or less for a limited category of veterans (those who lost a limb or eye or were partially paralyzed in service, former POWs, Congressional Medal of Honor recipients, and Purple Heart recipients). This is not a general active-duty or PCS-related waiver; license plate fees still apply.

Renewal grace period while deployed

A Pennsylvania resident driver's license held by a service person on active duty in the U.S. Armed Forces remains valid for the entire time the service person serves outside Pennsylvania, plus an additional 45 days after returning to Pennsylvania or separating from service. PennDOT also allows service persons and their families to renew licenses at four-year intervals instead of the standard cycle, and issues a photo-less license to those who will be absent from PA for 60+ days at renewal time due to active duty. Note: this describes driver's license renewal; no PennDOT statement about a vehicle-registration renewal grace period specifically for deployed residents was found (registration can instead be kept for a 1- or 2-year cycle or transferred to the duty-station state).

What to know as a new Pennsylvania resident

PennDOT's military personnel guidance addresses PA residents who are stationed elsewhere (they may keep PA vehicle registration on a 1- or 2-year cycle, or title/register in the state where stationed) and nonresident servicemembers stationed in PA (exempt from PA registration under 75 Pa.C.S. § 1303(d) if the vehicle is registered at home, and exempt from PA licensing under § 1502 if they hold a valid home-state license). No official PennDOT statement was found describing a waiver of PA vehicle safety/emissions inspection specifically for deployed servicemembers; a servicemember becoming a permanent PA resident (PCS destination) appears to follow PennDOT's standard new-resident titling/registration process, since no separate 'new resident servicemember' pathway was found on pa.gov.
