When an active-duty servicemember's vehicle is out of state and cannot complete the required Texas safety/emissions inspection to renew registration, Texas allows self-certification that the vehicle is out of state, and active duty military may be refunded a related fee by completing a form obtained from a TxDMV Regional Service Center.
However, active duty military may be refunded this fee by completing a form that can be obtained by contacting a TxDMV Regional Service Center (RSC).

Renewal grace period while deployed
A Texas resident servicemember whose vehicle is out of state and who cannot complete the Texas vehicle safety/emissions inspection required to renew registration may self-certify that the vehicle is out of state and still be permitted to register; the vehicle must then be inspected within 3 days after returning to Texas.
If your vehicle is out of state and you are unable to complete a Texas vehicle safety inspection (commercial vehicle) or emissions inspection required to renew your registration, you will be able to self-certify that the vehicle is out of state and will be permitted to register.
