    Tennessee does not title boats. For a vessel already owned and registered in another state, take proof of that registration to the county clerk for the certified application and preserve the hull identification number and ownership record.

  3. 3. Complete identification and inspection

    A boat built after 1972 with a missing or nonconforming hull identification number needs the photos and identification follow-up TWRA describes. The highway trailer separately follows Tennessee's trailer classification, brake, and reconstructed-trailer rules.

  4. 4. Register the correct vehicle class

    Register every mechanically powered vessel, including one with an electric trolling motor, and every sailboat principally used in Tennessee. A boat powered only by paddles or oars is outside that registration rule.

A Tennessee resident born after January 1, 1989 generally needs the TWRA boating-safety card while operating a vessel. The state lists a limited on-board adult exception, and visiting nonresidents use a NASBLA-approved certificate when the rule applies.
