    Transfer the out-of-state driver license to Louisiana within 30 days after establishing domicile. A valid Class E-equivalent transfer normally requires only the vision test.

    Title and register the vehicle

    Apply for Louisiana registration within 30 days after establishing residency. State law also requires a valid Louisiana safety-inspection certificate within that period.

    Surrender the North Carolina plate before canceling insurance

    Once the destination registration is active, return the North Carolina plate to NCDMV and request a receipt before terminating the North Carolina policy. NCDMV warns that canceling coverage first can trigger a civil penalty.

    Confirm both records are clean

    Verify that the Louisiana registration and insurance are active, the North Carolina registration is closed correctly, and no property-tax, toll, inspection, or renewal notice remains open.
