What to do, in order

  1. Before the move2–6 weeks before moving

Open the title chain before you need it

Submit the current out-of-state title. If it is unavailable, Minnesota can accept limited alternative proof for registration-only treatment, but it will not issue the Minnesota title until the ownership document arrives.

  2. Before the moveUntil replacement registration is active

Keep the old registration and insurance alive

Do not cancel the North Dakota policy just because the vehicle crossed a state line. Keep the registration-supported coverage intact until the Minnesota registration is active and the North Dakota closeout rule is satisfied.

  3. Arriving in MinnesotaBefore the registration transaction

    Activate insurance Minnesota will accept

Bring the insurer name, policy number, and policy expiration date for the registration transaction.

  4. Arriving in MinnesotaConfirm the license deadline

    Transfer the driver's license

Transfer the out-of-state license through Driver and Vehicle Services. A valid, unexpired noncommercial license generally avoids the written and road tests, but DVS still requires a vision check and identity documents.

  5. Arriving in MinnesotaWithin 60 days

    Title and register the vehicle

Register a passenger vehicle, motorcycle, utility trailer, or house trailer within 60 days after becoming a Minnesota resident. Registration is due immediately if the prior registration has expired.

  6. Close North DakotaAfter the new registration is active

Update the North Dakota motor vehicle address

After the destination registration is active, use NDDOT's motor vehicle Address Change System to update the old record. Save the confirmation with the new registration before treating the record handoff as finished.

  7. Final check7–14 days after closeout

    Confirm both records are clean

Verify that the Minnesota registration and insurance are active, the North Dakota registration is closed correctly, and no property-tax, toll, inspection, or renewal notice remains open.
