High-consequence handoff

What could slow down this move

This West Virginia → New Mexico handoff has both deadline pressure and a documented closeout consequence.

02

Avoidable old-state exposure

West Virginia says dropping insurance while the registration remains active can suspend driving privileges and the registration. Its published first-offense driver reinstatement fee is $50, registration reinstatement is $100, and a secure plate order can add $50.

03

Title-chain bottleneck

If a lienholder has the title, MVD can generate its title request and give the customer a 30-day temporary operating permit while waiting for the ownership document.

What to do, in order

  1. Before the move2–6 weeks before moving

Open the title chain before you need it

If a lienholder has the title, MVD can generate its title request and give the customer a 30-day temporary operating permit while waiting for the ownership document.

  2. Before the moveUntil replacement registration is active

Keep the old registration and insurance alive

Do not cancel the West Virginia policy just because the vehicle crossed a state line. Keep the registration-supported coverage intact until the New Mexico registration is active and the West Virginia closeout rule is satisfied.

  3. Arriving in New MexicoBefore the registration transaction

Activate insurance New Mexico will accept

Bring a current insurance card, policy copy, or insurer letter showing the required liability coverage.

Official source: New Mexico MVD: New-resident title and registration
  4. Arriving in New MexicoBefore or immediately after registration

Complete inspection, emissions, or VIN verification

Every vehicle arriving from another state needs a VIN inspection. Not every MVD office performs it, and some require an appointment; Bernalillo County vehicles may also need an emissions certificate.

  5. Arriving in New MexicoAs soon as residency begins

    Transfer the driver's license

Apply for a New Mexico driver license and surrender the out-of-state credential once residency is established. Bring the identity and residency documents required for the credential type you choose.

  6. Arriving in New MexicoConfirm the vehicle deadline

    Title and register the vehicle

Title and register at an MVD field office with the ownership document, odometer reading, identity, two New Mexico residency proofs, and insurance evidence. The current new-resident page does not publish a general day-count deadline.

  7. Close West VirginiaAfter the new registration is active

Return the West Virginia plate before canceling its insurance

After the destination registration is active, return the West Virginia plate to DMV and retain delivery, drop-box, or counter proof before canceling the West Virginia policy. If the plate cannot be surrendered because it is lost or stolen, use Form WV-4S and keep the accepted record.

  8. Final check7–14 days after closeout

    Confirm both records are clean

Verify that the New Mexico registration and insurance are active, the West Virginia registration is closed correctly, and no property-tax, toll, inspection, or renewal notice remains open.
