New Jersey OS/SS-54 for a title held by a lienholder or lessor
The applicant chooses the MVC Vehicle Center and sends the completed request to the title holder. The title holder sends the ownership document to that center, and MVC notifies the applicant when it is ready for the next step.
The selected center is the title recipient. Confirm the center and the title holder's current request channel before sending the form.
It brings an out-of-state title into New Jersey's process
The form covers a title held by a lienholder or leasing company when the vehicle needs to be titled in New Jersey.
- Applicant
- Provides the vehicle, owner, contact, account, title-holder, and selected MVC Vehicle Center information. The form also offers an optional one-time text notification.
- Title holder
- Completes its section, sends the title to the selected MVC Vehicle Center using the supplied envelope, and notifies the applicant that the title was released.
Set the MVC recipient before contacting the title holder
Do not send a VIN or account number to NewState Drive. Put private vehicle and account information only on the official form and in the title holder's approved channel.

Select the center that will handle the title transaction and confirm its current appointment and recipient instructions.

Fill in the applicant section and prepare the self-addressed MVC envelope required by the current form.

Use the lienholder or lessor's current title-processing channel and keep the request receipt or case reference.
- 04Wait for MVC notice
Make the Vehicle Center appointment after MVC confirms that it received the title. Bring the remaining title and registration documents to that appointment.
A title release to MVC does not remove the lien
OS/SS-54 routes the ownership document into a New Jersey re-title transaction. The lien remains part of the record unless the title holder separately confirms that it has been satisfied.
New Jersey OS/SS-54 questions
- Who completes New Jersey Form OS/SS-54?
- The applicant completes the vehicle, owner, contact, lienholder, account, and selected MVC Vehicle Center fields, then sends the form to the title holder. The title holder completes the release section and follows the form's delivery instructions.
- Where does the lienholder send the title?
- The current form directs the title holder to the MVC Vehicle Center selected by the applicant. It also tells the applicant to include a self-addressed envelope for that center when sending the request to the title holder.
- Can I make the New Jersey title appointment as soon as the lienholder sends it?
- Wait for New Jersey MVC to notify you that it received the title. A lender's send date or carrier delivery scan does not prove that MVC has associated and accepted the title for the transaction.
- Does OS/SS-54 pay off or remove the lien?
- No. The form requests the title so the vehicle can be re-titled in New Jersey with the lien recorded. It is not a payoff request or proof that the lien has been satisfied.
