What MV-1L does

It tells PennDOT how the lease appears on the vehicle record

The current form identifies the vehicle owner and lessee and assigns who keeps the plate and receives registration records.

Set the PennDOT agent before requesting the packet

Pennsylvania gives new residents 20 days to apply for title and registration. Start the lessor handoff before the visit.

  1. 01Choose the agent

    Find an authorized PennDOT agent and ask for its current leased-vehicle checklist and exact title-delivery instructions.

  2. 02Ask the lessor for MV-1L and the title

    Use the lessor's title-transfer channel. Ask it to complete the current form and follow the confirmed path for the original out-of-state title.

  3. 03Confirm any power of attorney

    PennDOT says a lessor power of attorney may be required. Let the agent specify whether it is needed and what it must cover.

  4. 04Complete MV-1 with the agent

    Bring the required Pennsylvania identification, insurance, VIN verification, fees, and other documents after the title and lessor packet are ready.

MV-1L does not replace MV-1 or the title

The authorized agent completes MV-1. Pennsylvania also requires the original out-of-state title for the new title application. MV-1L adds the lease and recipient information to that packet.

PennDOT says the leasing company must complete MV-1L for a leased vehicle. The current form requires the vehicle owner or an authorized person to certify it, so do not sign for the lessor unless the lessor has formally authorized you to do so.
Is MV-1L the Pennsylvania title application?
No. MV-1L records the vehicle owner, lessee, and registration-document recipients. An authorized PennDOT agent completes Form MV-1 for the Pennsylvania title application and attaches the completed MV-1L.
Does MV-1L replace the out-of-state title?
No. Pennsylvania requires the out-of-state title for the new title application. If the leasing company or another title holder controls it, confirm the release and delivery process before the agent prepares MV-1.
