Sell a car before moving out of Iowa
A sale can remove destination transport and registration costs, but it also creates a title, plate, registration, insurance, and possible tax closeout in Iowa.

Return the Iowa plates and claim the unused registration within six months
After the destination registration is active, return the Iowa plates with evidence that the vehicle is registered in the new jurisdiction. If the unused Iowa registration fee is at least $10, sign Claim for Refund Form 411047 and submit it to any Iowa county treasurer within six months after moving out of state. Keep the plate-return receipt, new registration copy, and refund submission record together.
