    Complete Form 130-U with the out-of-state title or registration. Texas allows first-time registration without changing the title; use the registration-only choice when the existing title will not be surrendered.

  3. 3. Complete identification and inspection

    Texas no longer requires a safety inspection for a noncommercial motorcycle. Motorcycles are also exempt from the state emissions inspection program, including in emissions counties.

  4. 4. Register the correct vehicle class

    Bring the ownership record, Form 130-U, identification, and acceptable insurance to the county tax assessor-collector. The motorcycle uses its own registration class and fee.
