- 1. Check when the application becomes due
Apply for Wisconsin title and motorcycle plates when Wisconsin residency begins because the resident foreign-registration exemption does not provide a separate 30-day or 60-day plate grace period. Apply for the regular Wisconsin driver license within 60 days and transfer the Class M privilege during that transaction.
- 2. Prepare the correct ownership record
Submit the original out-of-state title with the Wisconsin title and plate application. If a lender holds the title, Wisconsin permits a registration-only transaction using the out-of-state registration and can issue the Wisconsin title after receiving the ownership record. A normally titled motorcycle with a recognized VIN may qualify for eMV Public.
- 3. Complete identification and inspection
The ordinary new-resident path does not list a VIN or safety inspection for a factory-built, normally titled motorcycle, and motorcycle plates are outside Wisconsin's emissions program. Homemade, reconstructed, repaired-salvage, imported, or nonstandard-VIN motorcycles can require mail review and inspection.
- 4. Register the correct vehicle class
Register a highway motorcycle with its own Wisconsin motorcycle plate. Regular motorcycle registration is biennial. Keep the required liability coverage or another permitted form of security in force while riding, even though proof is not ordinarily part of the registration application.
Check the exact vehicle class
A valid out-of-state motorcycle privilege, or one expired no more than eight years, can transfer to Wisconsin Class M. Otherwise use Wisconsin's course, permit, and testing path. Confirm that the vehicle is a motorcycle rather than a moped, and apply the new-resident use-tax rule: qualifying personal property used outside Wisconsin for at least 90 days before the change of domicile is exempt.
