  1. 1. Check when the application becomes due

    Apply for the Illinois title and registration within 30 days after establishing Illinois residence. The deadline applies to a road-going motorcycle that was properly registered in the prior jurisdiction.

  2. 2. Prepare the correct ownership record

    Complete Form VSD 190 and provide the out-of-state title or the accepted ownership substitute when a lienholder holds it. An off-road motorcycle that is not manufactured or equipped for general highway use can receive a title but not highway registration.

  3. 3. Complete identification and inspection

    Illinois law excludes motorcycles and motor-driven cycles from the vehicle emissions inspection program. Do not carry a passenger-car emissions result into the motorcycle transaction.

  4. 4. Register the correct vehicle class

    Register the motorcycle through an Illinois Secretary of State facility and maintain Illinois liability insurance before operating it. The motorcycle keeps its own plate and registration record.

The rider needs the proper Illinois classification: Class L for a motor-driven cycle under 150cc or Class M for a motorcycle of 150cc or more. The license classification is separate from the motorcycle title and plate.
