  1. 1. Check when the application becomes due

    Within 30 days after becoming an Oregon resident, transfer the driver license if you will drive and title and register the motorcycle. Tell DMV that you want the motorcycle endorsement carried onto the Oregon license during that transaction.

  2. 2. Prepare the correct ownership record

    Apply for an Oregon title with the original out-of-state title or other accepted ownership record, releases from prior owners, and any required lien releases. A motorcycle from an unrecognized manufacturer or imported from outside the United States also needs proof that it meets federal safety and emissions standards.

  3. 3. Complete identification and inspection

    Have Oregon DMV verify the VIN against the out-of-state title. A DMV office can perform the inspection, and DEQ can do it only when the same vehicle must receive an emissions test. Motorcycles are exempt from Oregon's Portland and Medford emissions-testing programs.

  4. 4. Register the correct vehicle class

    Apply for motorcycle registration with the Oregon title or title application and keep Oregon's required motorcycle liability insurance active before riding. Motorcycle registration is separate from the license endorsement, and a road motorcycle cannot use an off-road vehicle registration as a substitute.

Without a transferable endorsement, complete an approved Team Oregon course and any knowledge test required for the course path before DMV adds the privilege.
