Move a Motorcycle to Virginia
Title and register an out-of-state motorcycle with the Virginia safety inspection, insurance, and rider endorsement kept separate.
Prepare the motorcycle before the office visit

- 1. Check when the application becomes due
Title and register the motorcycle within 30 days after moving to Virginia. A noncommercial driver has 60 days to obtain the Virginia license, but the motorcycle title and plate deadline arrives first.
- 2. Prepare the correct ownership record
Use Form VSA 17A with the out-of-state title. When the prior state did not issue a title, Virginia's new-resident instructions use the bill of sale and current registration issued in the owner's name.
- 3. Complete identification and inspection
A Virginia-registered motorcycle needs the annual safety inspection. There is no post-registration grace period, while the Northern Virginia emissions program does not apply to motorcycles.
- 4. Register the correct vehicle class
Meet Virginia's insurance requirement and register the motorcycle after titling it. A motorcycle receives one plate, and the registration does not replace the rider's separate license requirement.
Check the exact vehicle class
The rider needs the Virginia Class M designation that matches the motorcycle: M for two- and three-wheel motorcycles, M2 for two wheels, or M3 for three wheels. Virginia also requires approved head protection and eye protection or an approved windshield.
