  1. 1. Check when the application becomes due

    Register a motor-powered boat before operating it as a Massachusetts vessel. The 60-consecutive-day allowance applies to a visiting owner whose boat remains registered in another state, not as a general resident grace period. Purchase-related title and tax deadlines remain separate from a later move.

  2. 2. Prepare the correct ownership record

    A boat at least 14 feet long that uses a motor or is designed for one must be titled unless an exemption applies. Bring the prior title, or the prior registration for a boat from a non-title state, plus the bill of sale or ownership record, completed application, hull-identification-number tracing, and lien release when applicable.

  3. 3. Complete identification and inspection

    Request an Environmental Police boat inspection when the vessel needs a state-assigned hull identification number or its identity record cannot be reconciled. Do not file until the HIN on the hull, ownership record, title or registration, and application agree.

  4. 4. Register the correct vehicle class

    Register every boat powered by a motor on Massachusetts public waters, including a canoe or sailboat with an electric or auxiliary motor and a personal watercraft. A federally documented vessel is exempt from state registration and title, while its separate highway trailer follows RMV rules.

File Form ST-6 and pay the 6.25 percent boat tax, or file ST-6E for an exemption, before registration when Massachusetts tax rules apply. Under the Hanson-Milone phase-in, operators born after January 1, 1989 needed a boating-safety certificate by April 1, 2026; those born on or before that date have until April 1, 2028. A prior NASBLA-approved out-of-state certificate can be submitted for Massachusetts recognition.
