  1. 1. Check when the application becomes due

    Title and register a boat that is based in New Jersey before using it as a New Jersey vessel. The exemption for a boat not based in New Jersey and operated for fewer than 180 consecutive days is not a general resident grace period; a separate 10-working-day title deadline applies after a purchase.

  2. 2. Prepare the correct ownership record

    Complete OS/SS-UTA and Boat Registration Application BA-51 with the assigned MCO or title. For a boat from a non-title state, use the seller's registration and a notarized bill of sale. A boat 12 feet or shorter and a Coast Guard documented vessel do not receive a New Jersey title, though registration can still apply.

  3. 3. Complete identification and inspection

    A homemade boat needs original parts receipts, a notarized construction statement, and State Police Marine Division HIN Investigation Report OS/SS-10A before MVC can finish the title or registration. Its highway trailer separately follows the 2,500-pound title line and brake rule.

  4. 4. Register the correct vehicle class

    Register boats used on New Jersey waterways unless a listed exemption applies. A documented vessel must register after more than 180 days in New Jersey waters or when the owner keeps non-transient New Jersey storage, mooring, or service space; it remains documented and does not receive a New Jersey title.

Do not assume an out-of-state safety card automatically converts when you move. New Jersey State Police requires an approved New Jersey Boating Safety Certificate for a new resident unless the prior Pennsylvania or New York course was itself New Jersey-approved. Power operation on non-tidal water also requires the MVC boat-license endorsement.
