Arkansas law says a lienholder that holds the certificate of title must, within 10 business days after receiving final payment, sign a release (on the title or in the form the Office of Motor Vehicle prescribes) and mail or deliver the title and release to the next lienholder or, if none, to the owner or a person the owner authorizes. If a prior lienholder holds the title, the paid-off lienholder must instead deliver a release to the owner within the same 10 business days. The owner then applies to the Office of Motor Vehicle for a title without the lien.

Getting a clear Arkansas title

Fee: $10.00 replacement title fee, payable to the Department of Finance and Administration.

  1. Confirm the lender received your final payment, then ask for the title and a signed release. Arkansas gives the lender 10 business days.
  2. Complete the Application for Title or Replacement Title and sign it yourself. If joint owners are joined by AND, both sign. If they are joined by OR, either may sign.
  3. Attach the lien release and the $10 fee, payable to the Department of Finance and Administration. The release is the Official Release of Lien or Permission to Issue Replacement Title (Form 10-315) or the lender's signed release.
  4. Apply at a state revenue office, or mail the application, check, registration copy and lien release to Department of Finance and Administration, Special License Unit, P O Box 1272, Little Rock, AR 72203.
  5. Allow at least three weeks. The Office of Motor Vehicle notifies the lienholder, which has 10 business days to say the release is not valid before the title is issued to you.
