Delaware law gives the lienholder 30 days after final payment to sign the certificate of title to show the lien is satisfied; the lien register is then amended and the certificate marked satisfied when it is presented to the DMV. Getting a clear Delaware title

Fee: $50.00 duplicate title fee (form MV213).

  1. Ask the lender for the lien release (a signed title or a lien release document) after the last payment; Delaware law gives the lender 30 days after final payment.
  2. Email a copy of the lien release to the DMV Help Desk at DMVCustomerService@delaware.gov, or take the release to a local DMV office to have the lien satisfied.
  3. If the lender still holds your title, get form MV35 (Request of Title from Lienholder to DMV) from a DMV location, complete it and mail it to the lender.
  4. Watch for the DMV postcard or email saying the title arrived, and bring the items it lists to finish the transaction; a title fee applies.
  5. If the title was lost, apply for a duplicate on form MV213 with the $50.00 fee, and include the lienholder's acknowledgment or a lien release on company letterhead.
