Paid off your car in District of Columbia? How the lien comes off the title
Under D.C. Getting a clear District of Columbia title
Confirm any title fee with the state before you apply.
- After the final payment, ask the lender to mark the title satisfied, sign it (notarized) and send it to you; DC law gives the lienholder 72 hours after the lien is satisfied.
- If you need a duplicate title, get lien release evidence: a letter of financing on company letterhead saying the lien is satisfied, a loan agreement stamped paid by the institution and certified, or a title stamped with the lien release.
- Submit the release evidence with your ID, credential copy and title application in person at a DC DMV service center, or by mail to DC DMV, PO Box 90120, Washington, DC 20090.
- If no other changes are needed, ask for the duplicate title through the DMV's online system instead of visiting.
- Expect the duplicate to be mailed to the primary owner within 10 business days of processing; titles are not issued over the counter.

- What if my lender went out of business?
- D.C. Code 50-1211 says that if a lienholder did not mark the certificate satisfied and cannot be found, or the marked certificate is lost or destroyed and a duplicate is issued, the Recorder may release the lien on evidence satisfactory to the Recorder that the lien was satisfied. The statute sets no affidavit form or waiting period. The DC DMV's duplicate-title page accepts a letter of financing stating the lien is satisfied, a certified loan agreement stamped paid, or a title stamped with the release.
