Paid off your car in North Carolina? How the lien comes off the title
For a paper title, the secured party holding the certificate must execute a release and mail or deliver it, with the title, to the next lienholder or the owner within the earlier of 10 days after demand or 30 days after satisfaction. For an electronically noted lien, the secured party must send electronic notice of the release within seven business days from satisfaction, and the Division then mails the certificate within three business days to the address the secured party noted. The owner can also present the release and title to the Division to get a new title or an endorsement showing the release.
What happens to the title in North Carolina
G.S. 20-58.4 provides an electronic release path for electronically noted liens: the secured party sends electronic notice and the Division mails the certificate.

Getting a clear North Carolina title
Confirm any title fee with the state before you apply.
- Confirm the date your lender received final payment and, for a paper title, demand the release and the title if they have not arrived (the deadline is the earlier of 10 days after demand or 30 days after satisfaction).
- If the lien was noted electronically, ask the lender to confirm it sent the electronic notice and gave the Division your correct mailing address, then watch for the certificate of title by mail.
- If you hold a release and the certificate, present them to the Division to get a new title or an endorsement showing the release.
- If you cannot get a release, present whatever evidence you have that the debt was paid, plus your own sworn affidavit that it was satisfied, to the Division.

- What if my lender went out of business?
- Under G.S. 20-58.4(e), an owner who cannot get a release can show the Division whatever evidence is available that the debt was satisfied, together with the owner's sworn affidavit that it was. The Division then treats the request under subsection (e2): if it is satisfied the documents are genuine it sends notice to the secured party's last known address and can cancel the security interest if the secured party does not object within 15 days.
