Paid off your car in Ohio? How the lien comes off the title

If the lender participates in Ohio's Electronic Lien and Title program, it releases the lien electronically and the owner then applies to a county Clerk of Courts title office for a paper title and pays the title fee. If the lender does not participate, it marks the lien as discharged on the paper title and mails it to the owner, who takes it to any Clerk of Courts title office to have the lien removed from BMV records. Getting a clear Ohio title

Fee: $18 statewide certificate of title fee, or $23 in counties that adopted the higher fee under Ohio Rev. Code 4505.09; the same fee applies to a duplicate title.

  1. Confirm with your lender whether it released the lien electronically or mailed a paper title marked as discharged.
  2. Use the BMV Online Title Inquiry or the BMV VIN search to check whether the lien is cancelled.
  3. For an electronic release, apply for a paper title at your county Clerk of Courts title office (application BMV 3774) and pay the title fee.
  4. For a paper title marked discharged, take it to any Clerk of Courts title office to remove the lien from BMV records.
  5. If the BMV letter or lender tells you to contact the BMV after payoff, follow the Replacement title instructions at the Clerk of Courts title office.

The lienholder must note the discharge and convey the title or a discharge statement within 7 business days after good funds to pay off the loan are credited, and late fees are $10 per day for days 7 to 21 and $25 per day after that. Source: Ohio Rev. Code 4505.13(B).
