These reviewed state rules show why the request must match the destination before the lender sends anything.

DC

If a lender or lessor holds the title, send DC DMV's out-of-state title request and include the signed loan or lease agreement. DC DMV provides an online title-receipt check.

Register the vehicle within 60 calendar days after beginning to live in DC. A DC driver license or non-driver ID must be issued first.

DE

Surrender the out-of-state title. If a lienholder has it, obtain Delaware form MV-35 from DMV and send it to the lienholder before the title appointment.

LA

Use the original out-of-state title when no lien is recorded. If the lender holds it, Louisiana can accept specified substitutes such as a non-negotiable title copy or a registration showing the lienholder, together with the vehicle application.

Apply for Louisiana registration within 30 days after establishing residency. State law also requires a valid Louisiana safety-inspection certificate within that period.

UT

If a lienholder will not release the out-of-state title, Utah can issue registration only without surrender of that title. Bring the current registration and lien information.

Register the vehicle in Utah within 60 days after meeting a listed residency trigger, including establishing a permanent home, accepting nonseasonal work, or obtaining a Utah license.

Financed-car questions

Can I register a financed car in a new state without the title?
Sometimes. It depends on the new state. Utah can issue registration while the lender keeps the title. Louisiana accepts certain lien documents in qualifying cases. DC and Delaware have forms for requesting the title from the lender. Your moving plan links the rule that applies.
Should I pay off the loan before moving?
A move does not automatically require payoff. Ask the lender whether it will send the title, a non-negotiable copy, or other lien evidence accepted by the destination. Do not refinance or pay off solely for a transfer without confirming the destination rule and total cost.
When should I contact the lender?
Before the move whenever possible. Confirm the lender's title-processing address, turnaround time, document fee, destination form, and whether it sends documents to you or directly to the agency.
